We know what Putin's motivation is: he wants to point the blame at the west to help justify his invasion of Ukraine.

Laundering money through Ukraine wouldn't be happening without a war. US got to keep the war going. These will be terrorist fighting for the Ukrainian cause, by the way.

Sounds similar to how the Bush Regime tried to tie Iraq to 9/11 so they could use it as justification to invade Iraq.
