It's a very confusing thing, but the UK is a constitutional monarchy.

The Queen, at one point, could use emergency powers to completely dissolve parliament and have it reseated. The monarchy still possesses some powers, though it's limited to what's drawn up by parliament. Like I said, it's confusing as hell and I'm not fully up to date on the monarchy's current power.

The monarchy haven't dismissed a law in over a hundred years, their role and powers are purely symbolic. If Charles just dissolved parliament on a whim then that would be the end of it.
