It's a very confusing thing, but the UK is a constitutional monarchy.

The Queen, at one point, could use emergency powers to completely dissolve parliament and have it reseated. The monarchy haven't dismissed a law in over a hundred years, their role and powers are purely symbolic. If Charles just dissolved parliament on a whim then that would be the end of it.
