From reading this article, it doesn’t look like Biden did anything. It looks like the loan servicer finally got caught up and fixed mistakes on peoples PSLF. Even though people weren’t required to make payments for the COVID years, those years still counted toward PSLF if you applied for it.

That works out to about $74,650 per person.
