In DC he can. If he were in any of the 50 states or territories that have a governor he cannot. Bowser is not considered anywhere close to a governor legally and Pelosi cannot prevent the CinC from mobilizing and deploying troops at any time.

Post the law the expressly provides this power. Without that, he absolutely cannot. Literally nobody with any legal acumen argues otherwise. So post the law.
