Clown, you just proved my whole point. DC is a federal district. The DC NG, as you pointed out, is under the authority of the CiNC, aka POTUS.
The DC NG is equipped and trained by the US Army.
IF DJT sent the DC NG without the approval of the dufus mayor of DC and the authorization of Congress, he would have been in violation of Posse Comitias.
