I haven't seen a proposed order that would do away with the bar exam as an option. There are two three proposed alternatives to the bar exam, namely:

(1) Law School Graduates can do a combination of a 6 month internship and take some courses

(2) Law School Students can do an internship and have some skills courses

(3) Law Clerks will have a non-law school route by showing certain skills requirements, taking a different group of classes and doing the internship.

WA state will get some more revenue because the internship will be licensed, so there should be some licensing revenue from that activities.

Law schools will probably retool to offer the adult education from option 3 along with becoming very competitive with the internships they manage. Those will probably also fill some staffing vacancies in public legal agencies.

The 6 month internship for graduates doesn't likely change much except to allow BigLaw to start billing their new associates quicker. It usually takes at least that long to get barred after graduation. See Volokh Conspiracy

Its impact could be felt on "Access to Law" as the bar exam appears to reduce the available work force of attorneys by about 16%. Id.
