I always thought these types of professional exams should be in two parts.
Upon graduation, pass an exam that, as you say, is a barrier for entry. Upon passing this you get granted some sort of apprentice or provisional status.
At this level you can't practice on your own, you need to be supervised.
Then at some point, maybe it's 5 years down the road, maybe it's not a time table but whenever a candidate feels like they are ready, etc, they take a second, harder exam, and if they pass that, they get a full certificate status.

So the thugs who are convicted will have a 10000% chance to file / win an appeal based on incompetent legal representation? This will spread way beyond criminal law & open up every field of legal practice to winnable appeals guaranteed at every level of legal disputes. How soon will it take for Morris Bart to send out his team of paralegals / attys to set up offices all along the Coast?
