It could except in this case it means:

So essentially the Supe added Respect, Selfless Service, Integrity, and Personal Courage to go along with Duty and Honor.

If this would have happened when Trump was in office it wouldn't be news. When I read the headline my first reaction what the hell are they talking about because Duty, Honor, Country isn't part of USMA's Mission Statement. Then I read the article and saw it was added in 1998.

It wasn't news then and it isn't news now as far as I'm concerned. Now if they start removing those three hallowed words from every building, the Alma Mater, and quit memorizing MacArthur's Duty, Honor, Country speech. Then we have problems.
