Do you think guys who run 10.48 have bad 40 times?

First, according to the article I quoted, his best time before March 7th was 10.63. Was 10.48 wind aided for example? Second, I'm trying to find his 40 time and haven't been able to track it down. But the 40 time matters and once again will tell me how quick the guy is. I don't give a rat's arse what his 100m time is. For a LBer that is not nearly as important as his 40 time.
