Our constitution apportions legislators by counting the “whole number of free persons.” That isn’t hard to understand.
Elon isn’t an American. Perhaps that’s why he doesn’t understand our American Constitution.

The next census isn't until 2030.
If Trump wins (I don't think he will) he has promised to kick the illegals out. So, all these people that supposedly tip the balance in future elections should be gone by 2030...
If not and this tactic that Elon and others point out is correct, then conservative states like Texas should put illegals in temporary housing in conservative districts...take the census which will bulk up the population count in that district and give it more power...then after the census, ship them to whereever or kick them out.
Just play population musical chairs until you get the result you want...

Pfffft! Democrats don't give a shite about the constitution. They claim to be "constitutional scholars" but they only study it so they know how to get around the protections the founders placed within. Had democrats abided by our constitution, we wouldn't be in this mess today.
