Because that is how they live their life, and either they are disorganized, which is not an excuse, or they lack self-awareness, which is not an excuse, or they are selfish, which they may not be aware of either - and not an excuse --- or a combination of all 3.

If they don't send a message prior to being late, I tend to think that person is selfish and only cares about themselves, which is the biggest red flag of the 3 mentioned above, but any of the three are good reason for you (or anyone) to not engage/pursue.
