When Stalin first took power in the USSR, one of the first things he did was open the jails to create a sense of chaos, fear, and unease. After awhile, he promised to put all of the criminals back in jail in exchange for some of the citizens' freedoms.
This is what is happening here. Eventually, they're going to promise to put all of the criminals back in jail if the citizens agree to give up their guns.
