I had a lot of fun with a $400 Logitech setup including a frame mount from Amazon, but I had a pretty nice PC already because of my job (My industry uses a lot of software that requires a decent graphics card anyway, so gaming PCs are perfect).

Getting something with force feedback really adds to the immersion though. But if you're going to throw that kind of coin at it, I'd be on the lookout for sales and just watch a few youtube videos on what you're getting in a wheel at different price points.

If you're really interested in the tracks, go iRacing IMO. You'll find tracks in other series that you love. Aussie Supercars on iRacing is a ton of fun, and there are some awesome tracks. Quarter Midgets on the dirt indoor Chili Bowl track are incredibly fun but driving on dirt is a different skillset/animal.
