Ole Miss' arena is better than Auburn's arena. I have been inside both on tours.
LSU has more season ticket holders (WBB, Gymnastics, etc) than a 9-10K arena would seat. Build it at least to 12K.
That ordinance proposal suggest LSU could not use the PMAC while the building program is ON. That could mean a MAJOR PMAC renovation OR a tear-down and rebuild on same site.

Teardown and rebuild on the same site. Hard to beat the location sandwiched up to the greatest venue in CFB.

A major PMAC renovation makes sense as well IF they relocate Bernie Moore. Also, the teams would be able to still use the recently built training facilities attached to the PMAC as well. And that would be a HUGE issue with a complete demo and rebuild.
You could open up the concourse on the Nicholson and TS sides (demo the large outdated curved ramps) of the PMAC with an option for suites, food courts, and plazas. In the current Bernie Moore footprint, build a new hotel, entertainment district along Nicholson with direct access into the PMAC.
Basically, all of these concepts rely on relocating the track stadium.
