WTF does Raising Canes River Center have to do with anything? I hope this has nothing to do with basketball.

Its assumed LSU would host some of their athletic events there while the new arena is being built

It is in relation to allowing use of the facility as a temp home for LSU basketball and/or the future use in regards to other events such as concerts, conventions, etc. From what I understand, the city previously placed some really stupid limitations on the type of events held at the River Center.

That said, that agenda is horribly worded, even by legal standards.
