I'm assuming since you wrote this, you believe it to be true.
College is about extending or getting greater education in a specialized area. No one walking out with a Bachelor's is viewed as a master of their craft.
Having a CDL does not make you a master at driving heavy trucks. It is another way to tack on fees. If it were about safety, then grandpa in his 50 foot motor home towing that jeep would need a CDL too.
Purchasing that firearm from the store means it's already registered. A CC class provides minimal instruction and the skills test is laughable. It does not ensure proficiency.
