This is so true for Jackson proper but Clinton and Raymond aren't bad places to build. They are solid places to build if you want good living for execs & white collar/college graduates but the cheaper manual labor force of Jackson. Clinton provides easy access to the Interstate system and unless it's changed drastically in the past 25 years, Raymond is a pretty nice town.

It may be apples to oranges but take a look at companies like Taurus firearms. About 5 years ago they moved from southern Florida to Bainbridge, GA (just outside Atlanta). Outside of the business side of things (tax breaks), the execs love living there. We have a good friend who made that move. He said the execs were shocked how friendly and welcoming their neighbors were. That's how the south lures desirable people. Word of mouth goes a long way.
