There are plenty dirt poor areas of Appalachia, the Midwest, and border cities that have a fraction of the crime of their urban counterparts.

Yep.
And, barely any resources to improve their lot in life.

Imagine, a good kid in Appalachia. Not overly smart, but above Avg. Hard worker. His parents are junkies, lives with grandparents in ramshackle home.

He graduates high school.
WTF does he do?
The local cc is an hr away via back roads. He doesn't own a car. He's got to find a way to help family financially. He works menial shite.

Were he in the ghetto. He'd have a CC within 20 minutes. Abundance of programs to help himself and his family.
Job opportunities at hotels, restaurants, bars, distribution centers all kinds of shite where good college kids work.
He could easily go to college or trade school if lived in ghetto.

But, unless you are really outstanding academically, or go to military. There's really no way out of Appalachia shite life.
Not saying it's impossible. But, it's way way tougher than ghetto.

Yet, ghetto commit way more crimes, and refuse to accept any responsibility.
