they aren't actively patrolling. just responding and Special details and the occasional shake down for inspection stickers

Right. So I'm not sure more of them is the right answer.
Better pay to drive a more competitive talent pool? That'll get my attention. More people jacking me around over inspection stickers right next to the middle class neighborhoods? No thanks. We have plenty of that already.
