If you're able to get into the BIOS of the laptop, then you can make sure there isn't some weird setting for USB that needs to be checked.
Before I got too crazy, I'd try a live version of linux on the laptop. If it will boot into linux from a thumbdrive, then you know it's a windows/driver issue.
You could even try plugging in a mouse/keyboard into the USB port(s) and seeing if power is being delivered to the hardware. Do the lights come on?
There are a few other troublshooting steps I'd take before I just nuked windows and started over. Try booting into safe mode. Try downloading USB drivers for your model of laptop. Check device manager to see if there's anything weird going on there.
