iOS, Settings -> Silence Unknown Callers.
And use something like Robokiller. Since I was a kid, I'm a big proponent of just because a phone rings doesn't need to be answered. Text me, email me, but I've already warned you I'm not going to listen to VMs, but you leave one anyway.
I do love how my outgoing VM says specifically not to leave voicemails, but legit businesses continue to try to do it. On Verizon, I just didn't delete 7 year old VMs, so my mailbox was full. T-Mobile apparently has no limit, and I've spent two years trying to get them to disable VM capability completely, to no avail.
