I don't think you baws understand. These implants are for people who already have SERIOUS problems - total paralysis, nervous system diseases, complete shut-ins (ie, unable to communicate in any form), etc. These patients have an abysmal quality of "life" as it is, the most incremental improvement in their circumstances is HUGE.
As for primates, ask anyone from San Antonio about the "monkey farm". It's where most medical primates used in the US are sourced from, and where most of them go to retire when done as well. Back in the Great Tobacco Lawsuit days, they had a bunch of them there that were chain smokers from clinical research on tobacco products. They'd kill or die for a cig.
