None that I’m aware of. NOLA motor sports has go - karts but not the kind you’re looking for.
You could bring him to the putt-putt course in city park called city putt. Also near the children’s museum and you can get beignets at cafe du monde in city park after.
Wear him out a little bit before you head to BR.

There is K1 open now in Nola. Indoor electric karts. 4 is probably too young I would guess. But he could probably drink a beer and watch you race around. It is Nola after all.
