Japan didn’t submit the film for consideration. It’s a requirement for them to do so if they want it to have a chance of getting nominated.

Because Japan didn’t choose to nominate it.
Foreign countries choose which movies they want to be eligible for best international film and it’s almost always they choose some pretentious movie over more popular fare
