I think that has been the long play all along. Central, Zachary, Baker incorporating was easier because they already had fire and police in place. Maybe St George needs to start up a police force.

Zachary was incorporated in 1889
Baker was incorporated in 1944

The first part of consolidated government was in 1947 and further consolidation in the 80s.

So really we only have Central to look at. Central didn’t have their own police force before they incorporated, and they were serviced by EBRSO - the same as St. George.
