The issue is that you have the possibility of using it (like the bus system or COA). The St. George area is paying for something that they are not allowed to use.

That’s not a valid point. You CHOOSE to not use the services like the bus you described later. StG doesn’t even have the option to choose to not use it. They are forced to pay with no choice in the matter
