Let's assume that his rationale is something like: 'The President is Commander in Chief and can determine how our borders are defended.'
OK, by that logic China could say: 'President Biden, we'd like to build 10 of our military bases in your country.'
And Biden says: 'OK.'
Wouldn't he have the authority to do that according to Roberts' logic?
