The entire premise is to elevate race, sex, and ethnicity above merit.
Another great example is Britain’s RAF. They purposefully went out of their way to hire and promote individuals of certain races, at the expense of more qualified individuals who weren’t of a minority group.

I think that is what he views as the most important tenet in what he is trying to accomplish in that role. You would probably agree his goal in that hire was to pander to his base.
Finding the best person in the world at being fair isn't on the list of any SCJ. For some reason the qualification of being a lawyer is now an unwritten rule. It is an extreme form of closed-minded hiring, but shows how people travel along that path just knowing it is better.
