House’s preferred scheme is very complex, and the players couldn’t grasp it, combined with the fact that Perkins doesn’t have traditional linebacker skills. His scheme and his personality are better fits for the NFL

ok, but even if this is true, it confirms that House was a terrible college DC.

Every college coach knows he'll have NCAA-mandated limits on practice time. And if he has a lot of roster turnover (which House knew about) it confirms that the coach has to keep things simple.

Any coach that tries to implement a scheme that's too complex for his college roster isn't doing his job.

Any decent DC can have a good defense with elite talent. The true test of a coach is what he does with lesser talent.

And House failed that test miserably.
