Well, if you look at the formation 68 was lined up in the usual OT spot just next to the guard. There would be no way of ever guessing he was eligible unless reported and announced. Again, I have no clue if NFL rules don't require two linemen next to the center. I haven't heard anyone harping on that so I assume that part was legal and the refs just biffed the eligible reporting.

I read that #70 had been reporting eligible randomly all game deliberately to trick the Cowboys into expecting him, then when 68 and 70 walked up to the refs the refs just went on autopilot and reported 70 even though he didn't say anything and 68 did.

He was in his usual tackle spot but was he covered? No, then he's the end man on the LOS and eligible. It's not that hard to figure out.
