I don't know the rules on how many offensive lineman need to be on either side of the center. The formation was certainly designed to trick the defense into thinking that 68 was just playing OT. The WR just beyond 68 was far enough to not have him covered up but still be close enough to cause confusion.

All I know is that literally my first day of HS football and then in CFB we were taught on defense to identify eligible receivers when they lined up in their offensive formation. Identity the end man on the LOS and players in the backfield. I don't know why any player should have to report as being eligible. Defense should have to figure it out by looking at the formation.
