Unfortunately that is the way it tends to go... Populated areas make decisions and rural areas get screwed. The majority of California if you look at area wise is conservative. Modoc, Lassen, Shasta, and other counties are every bit as conservative as South Louisiana. But not a lot of people so they get Fricked.
