I believe the 1st phase just finished, the second phase is supposed to be finished in the next 90 days, and the third phase to I-12 should be done by 2024.

I drive by the new highway every day commuting to work. They are making good progress on the first two phases but neither are really close to being done.

So you are really wrong here.
If they started today, it’s a 18-24 month build so 2026 completion at the earliest.
The first two phases will both be opened soon, that’ll dump what little traffic there is onto Hwy 36.
