While there is probably some truth to this, it also reeks of institutional arrogance that leads to disaster. It's the same type of arrogance and underestimation of an adversary that leads to Pearl Harbor. Or Little Big Horn. Or 9/11, even.

You better take this threat seriously and make sure your countermeasures are overwhelmingly effective.
