It’s a growing problem with certain types of cheaper cars.

My theory is that it’s a bigger issue with cheaper, neglected older cars because the headlights are faded and yellowed. So the drivers use the brightest settings so they can see down the street more than a few feet.

Then the drivers forget about the leaving the brighters on or they just don’t care.
