My only gripe is NCAA was approving everyone non stop and than all of a sudden changed the rules.
They should have communicated to players like Cook and Efton Reid and others that if you transfer you will not be eligible and they could have decided to stay where they were in order to play.
Cook may have stayed at Tulane had he known this was the decision and the best for him as a player would have been to stay at Tulane.
Now he is out of options and will have to sit a year for no reason. Maybe coming back to LSU was a better chance for him to finish his degree as well.

They did.

I don't defend the NCAA much, but they were pretty clear BEFORE guys like Cook, Reid, etc decided to transfer that a waiver was unlikely. Those guys chose to risk it anyway.
