The NCAA didn't start cracking down on the second transfer until after Cook entered the portal and came to LSU.

LSU's argument is that Cook always wanted to be at LSU, was told to play elsewhere by the coach, and returned after the coach left. I don't think it gets him eligible but it's not as black and white as some other claims that have been denied.

That's not true at all.

The NCAA announced in January they were going to limit the 2x transfer waivers. The then published guidelines in March generally discussing the reasons they would or would not grant a waiver. Cook entered the portal in late March. He then announced he was transferring to LSU on April 7th. EVERYONE involved had knowledge of the NCAA's position at that time.

Cook and LSU took a shot anyway. It didn't work out
