You've seen too many movies. It's not pebbles, it's ashes. They'll mostly stick to your leg if you tried that. I'm sorry, but dead Paw Paw stuck to your leg isn't a great idea.

now that my wife is getting to the last of her mother's ashes they're getting a little pebbly(bones)

Looks like you won't officially be able to do it, but you would have to sneak it like most people suggest. Fill Paw Paw up in a balloon and heave it at opposing players like it was a piss balloon.
