It’s definitely a deterrent to a certain kind of person. Some shop owners play it loud outside to annoy the homeless into leaving.

Does this mean that the symphony is very safe to attend?

I would call that opera, not classical music.
It is interesting that opera acts as some sort of repellent for shiftless bums, without affecting people with actual jobs and money. What is the thought process?
Is it something like "Man, I'm cool! I can't listen to opera, that's for dorks!"
And this coming from people who hang out in a gas station parking lot all day.

Classical music, (as well as art, poetry, and architecture) remind us at a very basic level that the human condition can, and does, aspire to be greater than those who choose to lie in their own filth.
