If she is at fault and the other person left, why are the police even involved? Never involve the police if you are at fault, that needs to be initiated by the other party.
Don't do a report, file a claim and say they were at fault and fled the scene probably because they had no insurance or had an attachment out on them.
Insurance company will not try to look at camera video.
