LPD just called me back and confirmed my wife's story that he did just randomly stop at a green light while she was trying to merge. I am not sure if this makes a difference in any of this.

I would suspect it would not. At most, if the person stuck around, your insurance company would use the "randomly stop at a green light" in order to claim comparative negligence and deny the other vehicle's claim. You, or your insurance company, would be on the hook for your wife's damages; and they would be on the hook for their damages.
