Israel does let Palestine receive goods and services at their port but its all subject to israeli inspection and control. It's possible they're simply bribing people at the ports to look the other way. Seems like the tunnels would get found quickly but maybe they're going deep and far with the tunnels.

If that's the case, the Mexican cartels should pay Hamas to build tunnels for them.
