re: High school graduation rates

Well, I guess if you’re kicked out of high school to go to prison, then that would account for most of the “failed to graduates”. The system is set up to “reward” schools for high graduation rates so school systems do anything they can to keep their “statistics” high. Only way they are gonna keep getting all that sweet gubment cheese.
