This was the beginning of wars becoming "political". Korea and Vietnam were the first "politicized" wars and from there the generals and leadership were not able to do what was necessary to accomplish their mission (which even that was sort of unclear)
Yes, you are correct, it was still men in leadership, but the political process had been infused with women by that point.
If America truly wanted to stop all border crossings, you could hand the job over to about 500 rednecks with civilian grade rifles, with instructions to secure it at all costs, and we would have the thing secured in a matter of days. None of these issues are complicated.
