iOS:
Settings -> Notifications. Scroll to the bottom, and you can turn off four categories of Government alerts, including test alerts.

Good to know. Unfortunately mine won't let me turn off federal alerts

Test Alerts was already unchecked for me.. don't recall doing that. But....

My Samsung has a setting to turn off all alerts with one button,

However under National Alerts it has this message.

National warning messages: Can't be turned off

All my notifications are turned OFF and I still got it........
