What part of this is a prank?
They got actual permits. It was legal. It was an actual restaurant for one night and people paid what sounds like a reasonable price for the food/experience.

The restaurant never existed. They would upload photos of their dishes online listed from a place called Mehran's Steakhouse (never existed.)

It was a prank. They made the illusion of a restaurant that didn't exist that people would make reservations for. That's a prank.
Then they actually opened for one night. While it was a real legal restaurant technically (presumably) at that point, people probably thought it was run by professionals with professional chefs, etc. That's another prank. Pranks don't have to be illegal or malicious in any way.
