On her own she gave herself the power to take property without due process? Or is she citing some sort of authority?
Isn't this similar to what the governor in Hawaii signed shortly before the fires?

All parish presidents have this power. Mike Cooper (St Tammany parish President) has issued similar statements a couple of times.
None of them should have it, but they do.
