Get rid of holding in football. It’s the most convenient penalty on both sides of the ball. It’s not called consistently. Get rid of it. Come up with something that makes sense, has clear guidelines, and can be called consistently.

That would be one of the all time dumbest rule changes in sports. It would completely change the game of football as we know it.

You want to give the offense an advantage, get rid of holding.
Holding is the definition of "advantage/disadvantage".
