Breakfast club nailed this one. Most bullies have home life issues and bad parents.

Two bullies immediately come to mind. Different schools, but the guys were similar. Poor, not athletes, but large and fat for the time. They never bothered me, but they picked on a lot of other kids. Oddly, each of them really targeted their smaller/weaker“friend” that hung out with them.
One drowned in the 8th grade, and the other died in an industrial fire a short time after high school.
