U of TX and Tx A&M funds are shared by many other schools and institutions.

The severance tax fund that funds the UT system and A&M system endowments is not because some oil companies are HQ in Texas. It is because petro is extracted in Texas.
Louisiana has severance taxes as well from petro extracted inside our boundaries. But Texas is a huge state geographically and Louisiana is a small state in that sense.
